My dear Gater,
There has been correspondence between your Secretary of State and nine in regard to the arrangements for an emergency administration party in Hong Kong.
In your Secretary of State's letter of
22nd February, 1945 (54144/7/45) he made certain suggestions as to a telegram that was to be sent to SACSEA. Before the telegram was despatched there were certain developments in China which have a bearing on the proposals and which the General Staff have brought to the notice of the Secretary of State. These developments make it quite clear that General Wedemeyer, on behalf of Generalissimo Chiang Kai Shek, will not permit either the planning or execution of any operations in the China theatre in which the Clandestine Organisations are concerned unless he himself has been previously informed. Should General Wedemeyer get to know of the plan which has been the subject of the correspondence between our Secretaries of State, our Clandestine Organisations, with which General Carton de Wiart and our Military Attache are involved, might be ordered out. We are inclined to think that this risk is worth taking, but the Secretary of State thought it desirable to draw the attention of the Colonial Office to it, and to ascertain exactly what your views are---
